Finance Administrator

General Duties include: This position serves under the direction of the Director. Responsibilities for this position include, but are not limited to; Develop and manage a comprehensive accounting program.    Direct the preparation of statutory, regulatory and/or state and federal financial reports. Analyze financial statistics and other accounting data. Coordinate assigned functions with service delivery, administrative and programmatic functions, provide effective input into the agency’s strategic planning process. Supervise the billing and collection of monies for health services rendered by the department. Prepare/participate in the development and implementation of administrative policies and procedures. Direct operational analysis of accounting systems, review, analyze and provide input on all budget related commitments. Represent the financial interests of the agency. Provide technical assistance to others on accounting and fiscal matters. Arrange audits of regulated LHD accounts and administer and interpret policies, rules and laws. Establish and maintain financial policies, systems and business processes based on requirements of federal, state and agency policies. Direct and coordinate agency cash management of all governmental accounts and federal grants. Ongoing supervision and performance evaluations of assigned accounting staff.

Minimum Education, Training or Experience: Bachelor Degree in Business Administration, Public Administration, Public Health, Community Health, Accounting or Human Resource Management. Three (3) years of experience in an administrative or management capacity, where fiscal and budgeting, accounting, payroll and accounts payable or closely related activities are demonstrated.

Substitution for Education, Training or Experience: Education in the field will substitute for the required experience not to exceed (3) years for regular status employee of the classified service. A high school diploma/GED and five (5) years of experience which provides the knowledge, skills, and abilities required for the position will substitute for the required education.

Starting Salary: $35,256.00 - $44,850.00/Annually – Grade 21

Network Systems Specialist

General Duties include: This position serves under limited direction of the Information Manager. Responsibilities for this position include, but are not limited to; Develops, tests, recommends, installs, configures, monitors and maintains local area network infrastructure. Installs and maintains hardware and software. Performs complex system generations, network device configurations, work station setups and coordinates assignment of node or network address definitions. Assists development, network and production support staff in analyzing requirements for development, modification or retirement of complex departmental systems. Responsible for system support functions during relocation or conversion of critical data files and equipment. Installs and monitors performance of servers on local area networks. Coordinates diagnostic and problem resolution with network support staff. Formulates integrated support plans for multiple local area networks and departmental systems. Manages change control function. Directs action to mitigate network or system degradation. Provides technical assistance to other information systems staff, and participates in systems recovery. Develops acquisition and implementation plans for introduction of network services or automation of system support functions and recommends acquisitions and develops project costs. Attends local/state meetings and training sessions.

Minimum Education, Training or Experience: Bachelor Degree and two (2) years of professional systems support experience. 

Substitution for Education, Training or Experience: An Associate Degree in IT, Network Technology or Programming and two (2) years of experience providing technical assistance related to network equipment or software may substitute for the required experience. A bachelor’s degree in computer science will substitute for on (1) year of the experience requirement. Related technical or vocational training will substitute for the bachelor’s degree requirement on a year-for-year basis. 

Starting Salary: $26,929.50 - $33,832.50/Annually – Grade 17

Local Health Nurse I (RN) on an ongoing basis.

This position serves under the direction of the Nurse Manager.  Responsibilities include, but are not limited to: provide basic entry level nursing care and assessments to the client consistent with the Core Clinical Services Guide (CCSG), Nursing Standards of Practice and established policies, procedures and licensing laws; document services provided to the client according to standards of the CCSG and Administrative Reference (AR); maintain confidentiality and privacy according to HIPAA and agency guidelines; develop and conduct educational counseling and teaching activities for individual clients and families; utilize basic awareness of community resources and complete required trainings.
Minimum Education, Training or Experience:  Must have RN license in Kentucky or compact state or provisional license in Kentucky, meeting all requirements of KRS 314.041 and approval to practice as Registered Nurse Applicant (RNA).

Starting Salary:  $17.10 - $21.34/hr negotiable with additional experience.  Grade 15
